Basic Payment Scheme, Stewardship & Grants

Basic Payment Scheme (BPS)

We have assisted clients for many years in completing CAP Scheme applications for land based subsidies and with the Basic Payment Scheme (BPS) we are well placed to provide experienced advice on all matters. We offer a professional service drawing on a background of considerable practical and business experience and are fully updated by the Rural Payments Agency (RPA).

The BPS has replaced the Single Payment Scheme (SPS). All claimants are now required to register online with the CAP information Service. In addition, in order to receive the full entitlement, compulsory environmental measures; ‘Greening’ must be complied with. The environmental measures comprise three elements:

  • Maintenance of permanent pasture
  • Crop Diversification
  • Ecological Focus Areas (EFA)
We can advise on all aspects of the Basic Payment Scheme, including:

  • Eligibility for the BPS
  • Which regulations affect you
  • Cross compliance advice and how to adapt accordingly
  • Exemption from regulations
  • Meeting Greening Requirements
  • On line submission of the BPS application on your behalf
  • Dealing with any queries that arise from the RPA

Stewardship & Conservation Schemes

Countryside Stewardship has replaced Entry Level Stewardship (ELS) and Higher Level Stewardship (HLS) schemes. The scheme takes a targeted approach, similar to that of the old HLS scheme with the main focus being to improve biodiversity and water quality. There are three elements to Countryside Stewardship; Higher-Tier, Mid-Tier and capital grants.

Many farmers will be interested in the capital grant element, with funding available for boundary and hedge management, woodland creation and management plans, as well as improvements to water quality for farmers in Catchment Sensitive Farming areas.

Fisher German have detailed practical experience of environmental stewardship schemes and are well placed to advise on the operation and understanding of Countryside Stewardship; including the application process and the options that should be chosen in order to best ensure that environmental benefits are delivered, whilst at the same time minimising the impact on efficiency of the core farming business.

We can help you by:

  • Meeting for an initial discussion as to whether entering into a stewardship scheme is the ‘right’ thing to do, vis-a-vis potential stewardship income vs land area entered into the scheme.
  • Planning the options with the landowner and if appropriate the gamekeeper and/or the contractor/farm manager.
  • Completion and submission of the scheme application.
  • Advice and support throughout the life of the Scheme regarding capital works forms or agreed on farm options.
