HS2 Phase 1 - Property Compensation Scheme consultation

HS2 has started a new consultation exercise looking at compensation for those affected by Phase 1 (London to Birmingham). This new consultation is required following the judicial review decision earlier this year which found the Government had not consulted sufficiently.
 
The closing date for responses is 4 December 2013 and various events are to be held through October.
 
The consultation paper sets out some new compensation options, including: 
 
Express Purchase Scheme – allowing eligible owners with property entirely within the safeguarded zone to serve Blight Notices, without the requirement to market their property.
 
Property Bond Scheme – potentially underwriting the pre-scheme value of property close to the route of the railway. If owners decide to sell, but can’t do so after six months marketing, the property could be sold to a bond operator at the pre-agreed price.

The consultation relates only to Phase 1, but no doubt similar options will be considered for Phase 2 in due course.
