BPS: CAP Simplification - Greening - EFAs and Potential Ban on Use of Plant Protection Products

Where cropping plans are being reviewed in readiness for 2018, the potential ban on the use of PPPs should be considered.

On 30th May the European Parliament's Agriculture Committee voted on a motion for a resolution objecting to the Commission's draft Regulation, which forms part of the European Commission's proposed 'CAP simplification' measures; that motion was carried, meaning the Agriculture Committee opposed the Commission's proposals, which include a ban on the application of Plant Protection Products (PPPs) on EFA nitrogen-fixing crops, fallow, cover and catch crops to apply from the BPS 2018 Scheme year.

The motion for a resolution was then scrutinised by the full European Parliament during its plenary session on 14th June and MEPs voted to reject it. This means that the European Commission may progress with its proposals, including the ban on the use of PPPs. Whilst the position has yet to be finalised, if the proposals continue as drafted, the ban on the use of PPPs would apply for BPS 2018 applications; where cropping plans are being reviewed in readiness for 2018, the potential ban on the use of PPPs should therefore be considered.
