Queen's Speech

In the Queen’s Speech, at the State opening of Parliament, last week the Government announced a new Neighbourhood, Planning and Infrastructure Bill. 

The purpose of the Bill is to:

  • Support the Government’s ambition to deliver one million new homes, whilst protecting those areas of value, including the Green Belt.
  • Deliver the homes and infrastructure that the country needs.
  • Transform the way we plan for major infrastructure projects in the country.

The background briefing note states that the main benefits of the Bill would be to:

  • Further empower local communities to plan the homes and infrastructure that they need.
  • Drive more effective and efficient delivery of housing and infrastructure that local communities need, and make the process clearer, faster and fairer.
  • Support long term economic growth through an overarching and independent assessment of the long-term infrastructure needs of the nation.
  • Deliver the manifesto pledge to invest over £100 billion in infrastructure over this Parliament.

The Bill proposes the following:

Neighbourhood planning – it is proposed to further strengthen neighbourhood planning and give even more power to local people, to make the local government duty to support groups more transparent and improve the process for reviewing and amending plans.

Planning conditions – to ensure pre-commencement conditions are only used where absolutely necessary and tackle overuse or misuse of planning conditions. This will seek to tackle overuse of conditions ensuring that development can get underway without unnecessary delay.

Compulsory purchase – To make the process clearer, fairer and faster and reform the context within which compensation is negotiated.

National Infrastructure Commission - to establish the independent National Infrastructure Commission on a statutory basis. The commission would provide independent, expert advice to the Government and set a strategy for infrastructure needs to 2050 in order to support economic growth and distribution of opportunities.

Land Registry – enable the privatisation of Land Registry to update the service and provide a capital receipt back to the Exchequer. 

The Bill is expected to be published this autumn. We will continue to monitor further developments on this and provide updates when appropriate.
