Government announces creation of expert panel to speed up the Local Plan making process

On the 15  September, Planning Minister Brandon Lewis announced that a ‘new group of experts’, comprising eight planning and planning related professionals, has been tasked with simplifying the process and dramatically reducing the amount of time it takes for local authorities to get their Local Plans in place. 

About the panel

The new panel includes representatives from a range of backgrounds including local authorities, developers, the legal industry and the Planning Inspectorate

They are able to investigate any aspect of the Local Plan making process that they feel is relevant, calling on experts in the field as they see fit

Findings from their work are due to be reported in the New Year

The announcement recognises the lengthy and complicated nature of the process currently undertaken to get Local Plans adopted. It also recognises that speeding up the Local Plan process will help Councils deliver the new homes and infrastructure required by communities. 

Although a radical reform of the planning system was launched in 2012, with the National Planning Policy Framework placing Local Plans ‘at the heart’ of this system, only 216 Local Plans have been adopted so far.  This means that more than a third of local planning authorities have yet to adopt plans.

The Development Planning team commented:  “It is clear that the government is starting to take seriously the need to speed up and simplify the Local Plan making process. 

Due to the fact that Local Plans are used by Local Planning Authorities as the basis for their decision making, it is crucial that they can be adopted in the timely manner, providing certainty for everyone regarding the preferred location of new development. 

This review is welcomed and it is hoped that it will provide greater certainty to communities regarding plans for new homes and infrastructure in their area and speed up the planning process for developers”.
