Many local authorities are currently preparing Local Development Frameworks (LDF) which will eventually replace the existing Local Plan / Unitary Development Plan. The preparation of the LDFs presents an opportunity for a landowner to get involved in the consultation process and seek the identification of their land as a future development site.

It may be that current planning policy constraints, or high levels of development mean that it is not possible to simply apply for planning permission, and as such it may be appropriate to secure the allocation of land for development or to successfully negotiate a change in the planning policy framework to realise a development opportunity.

The planning team can help coordinate your promotion efforts and ensure that the Council is provided with persuasive documentation about your site in addition to lobbying at the right time.

We have developed a Development Plan Database which monitors the status of Local Development Frameworks throughout the country and are well placed to guide you through the administrative and political process.

There are generally four key documents that you need to be aware of and try should submit representations to seek to influence the planning process:

  • Strategic Housing Land Availability Assessment (SHLAA)
  • Site Allocations Development Plan Document (DPD)
  • Local Development Framework Core Strategy (LDF)
  • Housing Need Survey / Five Year Supply

With the current complexities of the planning system it is understandable that many landowners are not prepared to speculate large sums of money with no guarantee of success. However, there is a shortage of development land and many developers are prepared to take a calculated view and enter into Option Agreements with landowners on appropriate medium and long term land opportunities.
