Planning Policy Statement 3: Housing, requires local planning authorities to ensure the provision of a continuous 5 year supply of deliverable sites for housing across each authority.

If a district cannot demonstrate a 5 year supply of land for housing, it will find it more difficult to refuse planning permission for residential development within the authority boundary and is less likely to win an appeal against the refusal of planning permission.
