The new Planning and Compulsory Purchase Act 2004 has taken one of its first casualties. The decision has been made by Cherwell District Council (CDC) to abandon its proposed new Local Plan 2011 that it has been working on since 1998. The executive of CDC has accepted that there was a serious risk that it would not be possible to formally adopt the Local Plan before July 2006. Plans after this date are required to comply with the requirements of the new Strategic Environmental Assessment Regulations. |
Therefore the executive has recommended that the council approve the Draft Cherwell Local Plan 2011 as an interim policy but not to pursue further work on it. The Council will make a final decision on December 13th.
Authorities in Cherwell's position are being encouraged to produce "Local Development Frameworks" introduced by the Government under the new Act. Matthew Allen of Banbury Property Consultants Fisher German believes the new style frameworks will help to make policy more flexible for authorities as they will be able to change an individual section without reproducing a whole new Local Plan.
