The next Rural Development Programme (RDP) for England is set to be launched shortly. This will run from 2007 until 2013 and has received a big boost in funds. A £3.9 billion budget for Rural Development Programme for England 2007 – 2013 has been agreed. This will be allocated to agri-environment and other land management schemes which will reward landowners for managing the land more sustainably and for attaining a number of environmental objectives such as biodiversity, landscape, water quality and tackling climate change. This is more than double the budget available for the previous programme which ran to 2006.
The Rural Development Programme will be jointly funded by the European Union through the European Agricultural Fund for Rural Development and our National Government which plan to use monies deducted through voluntary modulation of farmers’ Single Payment Scheme payments.

This will ensure landowners can continue with the already very popular and successful Environmental Stewardship and Woodland Grant Schemes. We recommend landowners considering these schemes as a method of clawing back some of the monies deducted through modulation. Renewable energy initiatives should also benefit from the boost in funds, as we anticipate that support will also be available for a new Energy Crop Scheme”.
The Rural Development Programme is designed to help landowners make rural businesses such as agriculture and forestry more competitive, and to enhance opportunities in rural areas. A draft Rural Development Programme has already been submitted to the European Commission and is waiting approval which is expected to be confirmed in the forthcoming months.
