Single Payment Scheme (SPS) Jan 07 Update

26/01/2007

FarmlandThe overall value of all 2006 English entitlements has now been calculated and individuals are receiving their 2006 Entitlements Statement.

Entitlement values have changed since 2005 and applicants are advised to check their Entitlement Statements carefully and advise the RPA of any discrepancies as a matter of urgency.

The flat rates for 2006 have been set as follows:

Region                                                                               Value (Euros)

Non – SDA (Severely Disadvantaged Area)                               45.92
Upland SDA other than moorland                                            38.02
Upland SDA moorland                                                            6.48

The modulation rate being applied for 2006 entitlements has also been confirmed.  The 2006 modulation rate in England is made up of 4% compulsory EU rate and 6% voluntary national rate, giving a total rate of 10%.

Farmers and landowners should also be aware of the three new Statutory Management Requirements (SMRs) which take effect from 2007 onwards.  These are SMR 16, SMR 17 and SMR 18 and apply if you keep animals on your farm.  Details can be found in the SPS Cross Compliance Handbook for England Supplement for 2007.

Amendments have also been made to a number of existing cross compliance standards, which farmers and landowners are advised to familiarize themselves with.
